KYA BDAY Celebration





























The General Assembly of KYA concluded by a fun and exciting celebration of their 12 years anniversary of creating hope for Cambodia by helping the Khmer Youth to be part of the decision making process. It was started by the opening remarks by the new elected president of KYA and Cake slicing of all the key founders and officers of the organizations. It was followed by lovely dinner full of delicious Khmer cuisines that made all its guests and members more happy since it is eating time....

Several messages from out going President and key founders of the organization sent their message of solidarity and support that challenged all its members to continue the very purpose of the organization. They also promised to continue supporting the organization the best way that they can and remain loyal to the cradle of the organization.

Asian Youth Network was very happy to see all these committed young individuals where energies and dedication are beyond compare. The voice of hope for Cambodia's future is here and shouting that made the environment full of fun and excitement.

The fight to push the National Youth Policy for Cambodia is just beginning and AYN is confident that with a strong partnership and collaboration among its members we will learn a lot from each other which will help all our works to become more effective and successful. We hope that National Council of Swedish Youth Organization will continue to support us in this endeavour and we also hope that more partners will appreciate and value the work that we are doing. Let us continue fighting for a genuine youth development because it is the only hope to ensure that there is a better tomorrow for all of us....

AYN Congratulates the New President and Board Members of KYA





























The new President of KYA marks the new leadership direction and strategies that this organization will follow. KYA play a vital role in helping the young people of Combadia to become an active agent of change. Because of that there are lots of responsibilities and challenges lies to the new leader of KYA and AYN would like to expressed its sincerest support to her. She is the first woman president of KYA and the living proof that the level of gender mainstreaming and equality is improving in Cambodia.

AYN hopes the best for KYA and to her leadership, we are looking forward that she will become the instrument to further strengthen the working relationship of all the members of AYN and more active involvement of KYA members and officers to AYN goals and visions. Again we send our congratulation to all the members, staff, officers and new leaders of KYA in making this event a successful one....

AYN Observed the KYA Election Process









































AYN representatives were requested to serve as one of the international panel of observer of the KYA Elections of officers. From the presentation of the candidates agenda and platforms to the procedure of actual voting. Together with representative from Laos and various NGO's in Cambodia we checked all the procedural aspects of the election and look for something that are not acceptable on the international standard.

We also joined in checking and verifying all the ballots and making sure that they are all authenticated and properly labelled which will ensure proper checking of its content.

Our overall assessment on the election is indeed very successful and very well organized. The election was the best example of transparency and credibility. At the same time I hope that all the governmnt as well will follow it, in our country that kind of well organized election was indeed very impossible. But to see that young people like them , like KYA who can do it give us a great hope tat it is possible. The adage walk your talk was proven possible and real in this election process that KYA did. Congratulation to a job well done

KYA General Assembly




























AYN attended the General Assembly of Khmer Youth Association, hundreds of young leaders all over Cambodia gathered in Phnom Penh to make this very important event a success. During the General Assembly AYN representatives serves as the International Observer together with the representative from UNDP, IOGT-International and others. We are very impressed on the professionalism and transparency of KYA which makes them very strong organization.

AYN Representatives also had the chance to meet the candidates for President and for Board Member, they were all very qualified for the positions but the members of KYA will decide who they think is the person who is best for the job.

KYA presented their 3 year accomplishment report and presented their financial status which where handled very professionaly. I am personaly very impressed to the level of professionalism and dedication of all its members, officers and staffs. KYA can serve as the best model for other youth organization to follow.

Outside the General Assembly hall you can see the exhibit of all the youth network from different provinces, the exhibit represent their work and activities there.

We are very happy and proud to be part of such very important event and we salute all the people behind it that make that very successful!

AYN Meets the YCC Youth Network in Kampong Seou

































80 Kilometers from Phnom Penh lies the small province of Kampong Seou, small yet full of magnificent and excellent young leaders who manage to go out from their comfort zone and decided that they want to make a difference differently. AYN was very privileged to meet YCC Youth network in this province where we witnessed how they do actual campaign for the environment, they waited for the lunch break of one garment factory and started soliciting some signature that they will show to the commune leaders.

We also witnessed how these young leaders discussed with the commune leaders and raised some of their concerns at the same time how the commune leaders responded to it. We were impressed to the fact that they are all very committed for the cause and the commune leaders are also very accommodating and open minded.

The challenge still remains on how you will sustain this healthy process and to make sure that youth will be consulted properly in all decision making processes. AYN is very happy to witness this kind of grassroots and local works, seeing this kind of work strengthen our hope for a better future for the next generation.

AYN Internship Program Day 7



























Day 7 of the AYN Internship Program allowed the participants to participate in one of YCC activities. During that time Cambodia is celebrating their "Water Festival" this is a good opportunity for them to teach people on the prevention of HIV because because different people coming from different provinces will visit Phnom Penh to witness the said festival. According to the research that was made it is also that time that the male spend most of their time in Night Clubs and Brothel and engage in unprotected sex which later on when they got infected they return to their house and have sex with their wife and allow the diseased to spread.

Because of that in partnership with various agencies they decided to launch the said HIV prevention project where they will talk to all the people in the water festival and distribute flyers, brochures and free condoms. It was actually a very nice experience for us because considering the fact that Cambodian people are very conservative and sex education is actually a taboo to them, but considering that fact the people still listen as the youth volunteers mostly women demonstrated to them how to use condom and explain to them the importance in being part of the solution to prevent the spread of HIV and AIDS.

HIV and AIDS issue is very important to Cambodian Youth because the youth are the one who are mostly ill prepared on the knowledge and information regarding that. At the same time considering the youth activities and curiousity with sex they intend to do and experiments things which they are not aware of the consequences. That is why the youth must be actively involved in addressing the said problem and being part of the solution.

The National Youth Policy in Cambodia if pass will help ensure that the youth are involved on these kinds of processes. Making their voice heard and allowing them to be part of the solution and not the problem will empower them to be an active key players in the development of Cambodia.

AYN Internship Program Day 5 & 6





























Day 5 of the Internship Program was intended for the sightseeing and witnessing their Independence day celebration from France. The celebration was full of different kinds of activities like concerts, night market and fireworks. The celebration started in the ceremonial flower offering to their Independence monument. It was very nice to witness the said important celebration to Khmer History.

Whereas Day 6 was the time to meet representative from National Youth Policy Network (NYP-NET) The said network which includes KYA and YCC were very active in pushing for the creation of a comprehensive and effective youth policy. Mr. Yong Kim Eng, President of People Center for Development and Peace (PDP) who was also very active in pushing the National Youth Policy in Cambodia and has been part of the creation of the NYP-NET, KYA and YCC.

During our meeting with him, he presented and talk about his experience and the current situation of the NYP in Cambodia. During that meeting he was very open to further collaboration with AYN and future partnership to strengthen their initiatives in pushing for the NYP of Cambodia. According to him part of the weakness that he see in the said NYP is the fact that they need to create and make sure that there is a mechanism in place which will make sure its monitoring and implementation. He also emphasizes that the said monitoring and evaluation mechanism must not be connected to the Government to ensure its transparency and accountability. He specificallyt said that a creation of an independent youth council or consortium of all youth organization must be established. However the challenges remain on its sustainability because funding as well is very important.

The draft National Youth Policy paper of NYP-Net listed the key priority areas which the government must address namely:
1. Education
2. Employment
3. Poverty and Hunger
4. Health
5. Environment
6. Drug Abuse
7. Human Rights
8. Leisure Time
9. Gender
10 Full Participation in Decision Making

The Draft NYP has its 3 main parts
1. The Background
2. The Content
3. Mechanisms For Monitoring and Evaluation


The Cambodian Government is so sensitive when it comes to discussing the National Youth Policy, that is why they were all very careful in raising any concerns and issue which might offend them. That is why they are trying their very best to explain to them little by the little the needs of creating the NYP and a mechanism which will make sure that it will work and will monitor its implementation.

Mr. Rior Santos of YSDA (Philippines) raised his concern with regards to that processes because from their experience the NYP of the Philippines was almost perfect however what is lacking is a mechanism which will collectively ensure the interconnectedness of each projects and programs to avoid duplication as well as a mechanism which will evaluate its effectiveness. Mr. Santos also raised that National Youth Policy must not remained in the national level because you can only measure its effectiveness if such policies are implemented and felt in the local setting. Real problems and real solutions can be found in the local setting and such policy must support that kind of work.

He also challenged them to make sure that item number 10 of the youth policy which is Full participation in decision making be implemented. That can only be possible if the youth itself is actually involved in the decision making process. In the Philippines experienced, he said that Sangguaniang Kabataan or Local Youth Councils were created and the leaders there were actually elected by the people. Through this practice it will make sure that the youth is actually involved in the decision making process however it is not also an assurance because they need to make sure that the youth has the capacity to do such works and the people they are working understand the process.

These exchanges of ideas and experiences were actually very helpful to all of us, and because of that the group decided the need to continue the said exchanges to deepen their understanding and strengthen both capacity in addressing the youth concerns and policy. Mr. Kim suggested to have an exchange of experience in the Philippines where representative of KYA, YCC, NYP-NET and other Government Officials from Cambodia be invited to visit the Philippines and undergo certain good governance training. The said suggestion was welcomed by Mr. Santos from YSDA and gave some specific Local Government Initiatives that exhibits good governance practice like in Naga, Marikina and others. The LGU can also talk to the Cambodian Government Officials to help them understand the need to actively involved the youth in the decision making process. Mr. Santos also said that they can help in organizing an activity and link them to various NGOs, POs and Government initiatives that they can visit, which will help them understand best practices based on Philippine experience on several areas that they targeted in the National Youth Policy like education, health and others.


The only challenge for this activity is actually funding and that is why as early as now the group will be discussing several ways where they can tap possible partners and funding to make it work.

AYN Internship Program Day 3
























The 3rd day were spent mostly on orientation and expectations meeting to ensure that all parties that were involved understand and look at the same picture. During the meeting we also discussed the program of the Meeting in December, the different deliverables of the projects and the need to make sure that other issues concerning the network are raised and properly addressed.

This is the first time for AYN to meet the new head of YCC and it was very exciting meeting because we were able to discuss several key points how AYN can move forward with more active participation for YCC. Hence ensuring that we will maximize the network as a tool to push for the National Youth Policy.

AYN Internship Program Day 4
























The 3rd day of the AYN Internship Program allowed us to visit one of the YCC provincial office and meet their brilliant youth volunteers. We were able to talk to them and listen to their stories with regards to the different problems and challenges they experienced in working with the commune councils and leaders. But they also shared their success stories which is very important for us to understand the development of their work. One of these success stories was when they petitioned to the commune councils the dilapidated roads which later on the councils decided to act on. Through their efforts and initiatives a local actions towards the improvement of the community was made. This prove the importance of local actions and initiatives.

However part of challenges that these youth local leaders and volunteers are facing are due to the low understanding of the government officials on the need and the purpose why they need to include the youth in their decision making process. Government officials believe that the youth do not understand the processes and are not serious enough to be involve on such important processes. Hence the Government officials also look at the youth as a threat to them since they always raised various concerns that shaken their stability and questions the legitimacy of their authority. Such approach also became a learning lesson for the youth leaders and volunteers to become more proactive on their approach when they work with the government agencies and the commune leaders.

The interns were also given the opportunity to teach English to one local schools, such experienced was so enlightening because we were able to see the current status of the education in Kandal Province and maybe in Cambodia in General. The classrooms were very small to fit 30 students and at the same time it was raining that day and since the walls were not that thick enough it was very noisy and it was so difficult to hear each other.

After that one of the youth volunteer invited us to sleep in their place. The place is very simple but not new to most of us. It was indeed a very nice experienced since we were able to experienced a glimpse of the day to day living of the Cambodian people especially the people who were leaving in the province.

Visiting one of YCC provincial office was actually very important, because we were able to witness first hand their activities. It also gave us some idea how their local consultation were made and their level of understanding on youth involvement and participation. We also learned some ways and new things that we can use in our own works.

After that visit we went back to Phnom Penh to also witness the project development training of the YCC Volunteers in Phnom Penh at YCC office. They presented all their project proposal where we give our comments to improve the proposal and help them remember important factors and things to remember in project development. Language is one of the barriers but we still able to continue with the help of the volunteer interpreter.

After witnessing the project development workshop for YCC volunteers , we joined the party organized by the participants of the Youth Challenge Program of YCC. We were able to witness the Cambodian definition of party. This is also a great opportunity for us to mingle and to meet different people and young leaders. It was also a new experience for us since the food and the way they cook the food and the do the party was actually very unique from my culture and the culture of my Sri Lankan colleague.

AYN Internship Program Day 2





























The Second day of the AYN Internship Program focus on site seeing and visiting some important places in Phnom Penh. The said activity is very important for the interns to understand how to go around the city and understand the lifestyle and way of life there.

Phnom Penh is indeed a crowded city where motorcycle or "TukTuk" or Habal-Habal in the Philippines is one of the means of transportation. The volume of Tuktuk is unbelievable because they are literally everywhere. Due to the huge volume of Tuktuk traffic is everywhere and traffic laws are not properly implemented because most of the Tuktuk just cross and appear everywhere in all directions. Hence based on our guide helmet law were passed but you can only see very few people who are wearing helmets and at the same time the police just ignore the people who don't even wear a helmets even those Tuktuk passed them by.

Phnom Penh is an amazing city in various ways because of the mixtures of French Influences, Chinese and authentic Cambodian Culture. The said mixture are very visible to various places, although Cambodian has some difficulty in speaking English the warm smile and hospitality of the people can make you feel that you are in your own country.


Culture and Traditions play a very significant role in developing policies, since the policy must reflect the real needs of the people and at the same time in line with the culture and traditions of the people. The Youth Policy for example must reflect this aspects, where preservation of ones culture for future generation are realized, this is very important to make sure that their identity are intact in spite of the influence of the modern world.

AYN Internship Program Day 1

Both Mr. Nishad Upendra from Lanka Youth Organization Network (Sri Lanka) and Mr. Rior Santos of Youth for Sustainable Development Assembly (Philippines) arrived last November 5 2008 in Phnom Penh and they were both welcomed by Ms. Chan SoPheaktra representative of Youth Cambodian Council.

We arrived at YCC office and Ms. Mao Pouthroth, Program Coordinator of YCC gave us a brief orientation and tour to their office. She also introduced us to all the staffs and volunteers of YCC.

YCC also organized a welcome dinner for us in a traditional Khmer Restaurant where we were able to eat authentic Khmer Food. It was so delicious and we ate a love of good food.

It was a very nice experience for us because we were all able to see some of their activities and programs which are all very impressive. I personally learned a lot of things and new insights from them with regards to their local youth consultation and and program development. I am more excited to learn more as we visit various places and provincial offices of YCC and meet their local young leaders and volunteers.
